http://www.inkscape.org/ It is free just like Gimp and a very powerful/feature rich. It will just make vectoring easier for you.

http://vector.tutsplus.com/ Remember that for the most part, tutorials are not application specific. Gimp can do photoshop tutorials and Inkscape can do Illustrator tutorials. The open source apps almost always have a substitute or workaround to get the same results as the proprietary apps.
